Nachdem Admiral General Aladeen (Sacha Baron Cohen) nach Amerika geladen wird, um sein nukleares Atomprogramm zu rechtfertigen, wird er kurzerhand gekidnappt und durch einen ihm zum Verwechseln ähnlich sehenden Ziegenhirten ersetzt. Der Diktator findet sich daraufhin obdachlos in New York wieder, bis er auf die Besitzerin eines veganen Ökoladens stößt, die ihm schließlich Asyl bietet - doch Admiral General Aladeen duldet kein Asyl: Er möchte um jeden Preis seine Macht als Diktator wiedererlangen.
